Gillian Bilton

Headshot of Melanie DubeGillian is an accomplished labour and employment lawyer and human resources leader with over a decade of progressive leadership experience in the Ontario healthcare sector. Currently serving CHEO as the Director of Talent Services overseeing HR Law, Labour and Employee Relations, Occupational Health and Wellness, and Pension and Benefits, Gillian enjoys bringing a unique legal lens to talent strategy. Gillian is known for fostering people-centric initiatives that align with broader public/provincial sector strategic goals and for delivering governance-level guidance to executive leadership. She has an especially deep understanding of Ontario’s healthcare system and is a trusted contributor to regional, provincial, and national HR leadership forums.


Mélanie Dubé

Headshot of Melanie DubeMélanie Dubé is the Chief Financial Officer and Vice-President of Corporate Services, Planning and Redevelopment at Bruyère Health.

Mélanie's unique blend of clinical experience and her extensive financial expertise sets her apart in the health care sector.

Before joining Bruyère Health in 2023, Mélanie dedicated 24 years to Hôpital Montfort, beginning her career as a respiratory therapist. She quickly ascended from clinical roles to corporate leadership, serving as clinical manager, director of finance and procurement, and ultimately vice-president of finance by 2017. Her ambition led her to obtain an MBA from the Université de Montréal and earn certified public accountant (CPA) and certified management accountant (CMA) designations.

In 2021, she was named CPA of the Year by CPA Québec – Outaouais Region for her leadership during the COVID-19 pandemic as the incident commander. Mélanie’s commitment as a health care sector leader was further demonstrated when she spent a decade sharing her knowledge as a teacher at Collège La Cité.


Her bilingual proficiency allows her to effectively communicate and foster partnerships, ensuring collaboration and mutual success.


With extensive experience in both clinical and financial aspects of health care, Mélanie navigates the complexities of the system with a balanced approach, fostering sustainable financial health while prioritizing compassionate care.


Committed to developing the next generation of leaders, she leads by example, demonstrating hard work and dedication while fostering the growth of future leaders. Mélanie aims to inspire those around her through her actions, underscoring her belief that respect, collaboration, and accountability are essential to personal and organizational success.


Dr. William Hogg

Headshot of DrAlykhan AbdullaDr Hogg joins the board as the Acting Chair of the uOttawa Department of Family Medicine. He is a scientist at the Institut du Savoir Montfort and at ICES. In 2013 he was awarded the Maurice Wood Award. This award is arguably the most prestigious award for primary care research and recognizes an individual who, over his or her career, has made an outstanding contribution to primary care research and related fields. Individuals from all nations, working in all professional fields and scientific disciplines, are eligible to receive the award.

Most of the $88,500,000 that he has received in research funding is from national-level competitions. He has over 300 scientific publications and 827 scientific presentations.


Siffan Rahman

Headshot of DrAlykhan AbdullaSiffan is an experienced health system leader with over a decade of progressive leadership in community health, public health, and health equity. She currently serves as Director of Diabetes Programs at Centretown Community Health Centre, where she leads a team of interprofessional staff and manages a portfolio of city-wide and regional programs, including the largest Diabetes Education Program in the province. In addition to program oversight, she has played a key role in shaping the organization’s Equity, Inclusion, and Diversity effort. With a deep-rooted passion for health equity, Siffan brings a justice-oriented lens to her leadership, striving to dismantle systemic barriers and ensure that marginalized voices are meaningfully engaged.

Throughout her career, Siffan has spearheaded innovative initiatives, aimed at improving access to healthcare services for equity-denied communities, centering compassion and culturally responsive care. Prior to joining Centretown CHC, she managed the Ottawa Newcomer Health Centre, hosted by Somerset West CHC, where she championed equitable care for refugees and new immigrants, driving efforts to make health systems more inclusive, accessible, and community-informed. With a strong background in change management, strategic planning, and inter-organizational collaboration, Siffan has overseen complex system responses such as coordinating the city’s primary care support for Syrian refugees, and has developed health equity data policies at Ottawa Public Health.

Siffan holds a Master of Health Administration (MHA) and brings a unique combination of operational expertise, policy insight, and a deep commitment to inclusive, community-driven care. She is longstanding members of regional networks including the Ottawa Local Immigration Partnership and Ontario Health East’s Health Equity Community of Practice. Her leadership is grounded in a values-based approach focused on collaboration, cultural humility, and continuous improvement. A 1.5 generation immigrant, Siffan came to Canada with her parents and has called Ottawa her home for over 2 decades. She is grateful to be able to live and work on the unceded territory of the Algonquin Anishinaabe people and continues to reflect on the responsibilities that come with this privilege.


Tyson Roffey

Headshot of DrAlykhan AbdullaTyson Roffey brings over 25 years of leadership experience across healthcare, technology, high-tech manufacturing, and management consulting. He currently serves as Vice President of Digital Health at Nova Networks, where he supports health system transformation through innovation, integration, and the responsible use of digital technologies.

Tyson’s previous roles include serving on IBM’s National Healthcare Team, acting as Head of Social Innovation and IoT at Hitachi Vantara, and holding executive positions as Vice President & CIO at both The Hospital for Sick Children (SickKids) and the Children’s Hospital of Eastern Ontario (CHEO). Throughout his career, he has led provincial initiatives and organizational strategies that have shaped the digital health landscape across Ontario.

Deeply committed to education and mentorship, Tyson teaches at York University’s Schulich School of Business and Algonquin College and actively coaches competitive youth volleyball. He was a founding board member of the Ontario Caregiver Organization (OCO), helping to shape its early vision and support systems for caregivers across the province.

Tyson currently serves as Board Treasurer for the Winchester District Memorial Hospital (WDMH) and is a member of the Board at the Bruyère Academic Family Health Team (BAFHT). He is a Certified Information Privacy Technologist (CIPT) and holds credentials from Carleton University’s Sprott School of Business and the Harvard Business School.

Tyson’s work is anchored by a strong sense of purpose, supported by his wife and four children, who inspire his ongoing commitment to building a healthier, more connected healthcare system.

 

Dr. Jolanda Turley 

hsDr. Jolanda Turley joined the Board in 2020. She is an Assistant Professor in the Department of Family Medicine at the University of Ottawa and serves as Lead Partner for the Family Medicine Associates of Ottawa as well as Lead Physician for the Bruyère/Primrose Academic Family Health Organization.

With extensive leadership experience and a background working in interdisciplinary primary health care teams, Dr. Turley brings valuable insight to her role on the Board. She is known for her collaborative approach and her strong commitment to improving the delivery of primary health care at Bruyère Health.
