Main duties and responsibilities:

 
The Data Administrator position will provide computer and data management development and support for The Champlain EMR Data Analysis Project (CEDAP) associated with the Canadian Primary Care Sentinel Surveillance Network (CPCSSN). The incumbent will be expected to work with the existing CPCSSN data management team and the CEDAP Researchers to provide IT project management, leadership, and guidance to ensure the successful completion of the project. Some travel will be required to participating medical practices/clinics within the Champlain LHIN.


Under the direction of the Principal Investigators and collaborating with the CPCSSN Senior Data Manager, the Data Administrator, will extract health information from a variety of electronic medical records (EMRs) systems used by participating family medicine practices (such as Nightingale, Practice Solutions, Medesync, Wolf, MedAccess,Bell Xwave, OSCAR, Da Vinci, P&P, Jonoke, Purkinje, Telin, Healthquest, Healthscreen, Accuro). The Data Administrator, is required to develop and write new algorithms for health data extraction and analysis and convert to a suitable format for transfer and storage at a local/or central access (or equivalent) database. Other responsibilities will include: interpreting extracted health information, reviewing data quality, identifying causes of poor data outputs, developing feedback reports for individual physician offices, and writing data checking programs. The Data Administrator will work closely with the Principal Investigators and Coordinator to communicate data quality issues to physicians troubleshoot IT issues, and participate in regular CPCSSN Data Manager teleconferences and face-to-face meetings. Ability to multi-task and excellent interpersonal skills required. Knowledge of applicable privacy confidentiality policies and laws regarding the collection and use of health information for the purpose of surveillance and research. 

 
 

Required Competencies:

Minimum Education: Bachelor’s degree in Computer Science, Computer Engineering or Information Systems/Informatics

Experience: A minimum of 2 years hands on experience in database administration using MS SQL Server, MS Access, MySQL, or Oracle, preferably in a medical research environment. Good project management skills and excellent time management ability to meet strict deadlines is required. Direct experience in programming to extract data from EMRs is an asset.
 

Special Skills: 

  • Advanced computer skills, with documented ability to develop programs that allow the extraction of data from SQL databases. Object oriented programming techniques and development tools.
  • Knowledge of best practices in the field of software/application & database development, health information regulations, REBs, and applicable provincial laws regarding privacy and confidentiality.
  • Excellent research, statistical, analytical and writing skills demonstrated by substantive contributions to publications in peer reviewed journal articles and/or presentations at academic conferences.
  • Advance proficiency in the use of the Microsoft Suite (Word, Excel, Power Point, Outlook), statistical software (SPSS, NVivo), literature management software (EndNotes), Adobe software and web-based functionality. 
  • Proficiency in English and French verbal and written communication, including the ability to communicate effectively with people in all levels of health care, government and academia. 
  • Ability to work independently and as a team member; ability to work within and adjust to shifting timelines and priorities.


Key responsibilities:

  • Extract data from a EMR database and re-structure into the standard CPCSSN database schema. This may require SQL programming and the development of automated data checking programs to improve data quality.
  • Clean data, this will include verifying extracted data against source documentation, identifying causes of poor data quality, and troubleshoot IT issues and then submit clean data in a timely manner to the central repository regularly. 
  • Develop and implement a process to collect and de-identify health information from electronic medical records (EMRs) from practices who are participating in the project. Develop a unique, anonymized identification number and key that allows a Prescribed Entity to
  • reliably re-identify patients in the database
  • Develop new health data algorithms, write data extraction and data checking programs, develop standard operating procedures (SOP), troubleshoot IT issues and assist Research Associates at the local network as required.
  • Participate in regular Data Manager Meetings, and communicate in a timely manner about data quality issues to the Senior Data Manager, the Principal Investigators, and or physicians. Provide quarterly reports to the Senior Data Manger for distribution to the CPCSSN Executive Committee.
  • Make recommendations regarding process for extracting information and for the content of data reports. Must use judgement and personal initiative to adapt data extraction and checking programs to suit individual EMR systems.
  • Develop physician-specific disease fingerprints to accurately identify chronic disease patients. Design data capture templates in the EMR for participating physicians. Develop complex algorithms to structure/restructure data captured in the EMR. Design data query templates in the EMR to allow for consistent repeatable data draws.
